Short bio
Paulo is Senior Fellow Professor at Insper, where he serves as director of the Center for Strategy. He holds a bachelor’s degree in Public Administration from the Getulio Vargas Foundation (FGV) and a PhD in Economics at the University of São Paulo (USP). He was a Visiting Professor at MIT in 2012 and Visiting Scholar at the University of California at Berkeley in 1994.
Before joining Insper, Paulo was a professor at the São Paulo School of Economics at FGV, at the University of São Paulo and at the Federal University of São Carlos He is the author of a number of papers and book chapters on the following topics: competition policy, regulation, market and firm organization and Law and Economics.

Paulo is also a Productivity Scholar at the Brazilian National Research Council (CNPq), having also served as an expert and member of the editorial board of various scientific journals. He has experience as director of research projects with grants from Fapesp, the Inter-American Development Bank (IDB), in the area of development policy, from the Center for Economic and Social Law Studies (CEDES), and from the National Council of Justice (CNJ), in the area of L&E. Paulo also was a member of the Brazilian competition authority (Cade) from 2006 to 2009, and acting chairman in 2008. He is frequently called upon to give opinions on administrative procedures or arbitration disputes involving mergers and acquisitions, strategies and corporate agreements.
