Impactos da Habilidade Cognitiva e Barreiras Políticas para a sua Melhora

This paper is divided in two parts. In the first one, we performed an empirical investigation and concluded that Brazilian states with a better qualified population (measured by the results in proficiency tests) obtain a faster GDP per capita growth rate. A rise of the cognitive ability by one standard deviation increases the average annual GDP per capita growth rate between 0.77% and 0.88%. In the second part, we present the main political obstacles to the implementation of a school accountability policy with the focus on the rise of the cognitive ability: teacher’s labor union’s corporativism, political power and opposition to policies with targets in education.
