Brazil has a growing need for the development of mechanisms to improve public administration. How can governments meet the demands for better practices in various areas in a scenario of budget and political crises? What is the role of civil society organizations and private companies in this scenario? How can these actors influence public policy in a way that is legitimate and serves collective interests? The goal of Insper’s Advanced Program in Public Administration is to develop leaders with the capacity to solve problems and improve society in a way that is innovative, sustainable and ethical.
Who should attend
Professionals committed to public administration with at least two years of professional experience in public or private organizations (for-profit or not) who want to prepare to become leaders of organizations.
Why choose the Advanced Program in Public Administration at Insper?
The program’s differentials include seminars and field-application activities. In the first quarter, students are divided into groups that accompany public organizations during the field-application period. In the program’s second to fourth quarter, students are expected to dedicate at least four hours every 15 days to putting into practice the knowledge acquired in the classroom. The goal is to relate this theoretical knowledge with real-world situations, supported by analyses with the potential to generate benefits for the organizations observed. Furthermore, a portion of the courses’ quarterly evaluations is linked to the field-application activities.
Understanding the public administration environment: developing professionals with the capacity to analyze the public administration environment and to identify the resources, processes and actors involved in issues related to complex public problems.
Analytical and problem-solving skills: educating professionals with the capacity to plan the implementation of effective and sustainable solutions to complex public problems supported by adequate formulation and structured analyses based on evidence.
Implementation capacity: program participants should be able to implement, directly or through partnerships, the actions planned for analyzing and solving problems, while controlling and monitoring the process in order to identify the initial stages of problems and take the necessary corrective measures.
Skilled use of management tools: developing managers who can act as agents for improving public administration through practical knowledge and the efficient use of management tools applicable to the public sector.

In addition to his professorships, his career includes 25 years of experience in senior management positions at companies such as Twill, American Tool Companies, Synchro and Braskem. His experience in Project Management includes initiatives in the areas of Management Systems, Automation, Manufacturing, Software Development and Education.

VP of Corporate Affairs for Northern Latin America at Anheuser-Busch Inbev Company and Corporate Relations Officer at Ambev until December 2013. Executive Secretary and Interim Minister of Development, Industry and Foreign Trade (1999-2000), Chairman and Member of the Board of Directors of BNDES (1999-2000), President of the National Institute of Colonization and Agrarian Reform – INCRA (1997-1998) and Executive Secretary of the Ministry of Justice (1995-1997). Served in various other positions in the public sector and as Advisor at the United Nations Development Programme – UNDP (1993-1994). Participated in symposiums, open enrollment programs, technical meetings in universities, research centers and companies in Brazil, Germany, Argentina, Belgium, Costa Rica, Colombia, Cuba, United States of America, France, Netherlands, Italy, Mexico and Uruguay. Master’s degree in Business Administration from University of Brasília (UnB) and bachelor’s degree in Public Administration from the School of Economics and Business Administration (EAESP) at the Getúlio Vargas Foundation (FGV). Previously he worked at Petrobras, the Ministry of Social Development and Combating Hunger, the Ministry of Culture and the Ministry of Health. Researcher focusing on civil society organizations. Experience in qualitative and quantitative methods, with an emphasis on spatial analyses.
