He earned a Master of Laws (LL.M.) from the London School of Economics and Political Science (LSE), an MSc in Economic Law from the University of São Paulo (USP), and an LLB from the Federal University of Bahia (UFBA).   He has also been a Visiting Researcher at Yale Law School in the United States and a Research Fellow at the Max Planck Institutes in Heidelberg and Hamburg, Germany. His work focuses primarily on Public Economic Law and Administrative Law.   He is the author of 12 books, more than 50 scholarly articles published in academic journals and edited volumes, and over 100 articles in newspapers, magazines, and specialized publications. His doctoral dissertation, Judicial Review of a Complex Public Administration (Malheiros, 2016), received the 2015 Lévy Ullmann Prize from the Chancellery of the Universities of Paris, awarded annually to an outstanding work in comparative law. In Brazil, the book was a finalist for the Jabuti Prize (2017).   His collection Anti-Romantic Studies on Public Administration Oversight, now in its third edition (Malheiros/JusPodivm, 2025), brings together all of his writings on the subject. He also co-authored Administrative Law in Action (Malheiros/JusPodivm, 2023), an active-learning textbook developed with nine leading professors from different law schools.   He co-created several influential legal initiatives in recent years, including the Publicistas column (JOTA/sbdp), the Instagram profile @instantededireitoadm, the Young Public Law Scholar Award, the Auloteca website, and the monthly publication CAL Scholarship Corner.
