This short course was developed by Insper’s Arq.Futuro Cities Laboratory in collaboration by Amsterdam University of Applied Science (AUSA) and Amsterdam Smart City (ASC).
Brazil is a highly urbanized country facing major challenges relating to urban governance, sustainability and inclusion. The Netherlands, especially Amsterdam, is widely recognized for its leading smart city / innovation approach which is focused on public-private partnerships and multi-stakeholder collaboration. In Amsterdam, we look at the smart city as a city where stakeholders innovate together, using technology to improve the quality of life. A key element in the collaboration is the resulting business model and the possibilities for upscaling.
This course focuses on transferring and applying the “Amsterdam Approach” to urban innovation and governance to improve the capacity of Brazilian urban and smart city professionals. The course will help participants understand the possibilities of technical innovations for the benefit of a liveable city as well as the socio-economic preconditions that make these projects possible. Participants will better understand technological trends, discover opportunities for metropolitan improvements (on topics such as mobility, energy and governance) and learn how to organize and scale up smart city projects.
Amsterdam Smart City (ASC)
ASC is an innovation platform that brings together public authorities, innovative companies, knowledge institutions and proactive citizens to shape the city of the future. Amsterdam Smart City consists of a public-private partnership program and an international community. Over the past ten years, ASC has been accelerating Amsterdam’s innovation ecosystem by sharing knowledge and setting up new collaborations on key metropolitan challenges. Currently the ASC program focuses on four key societal transition: energy, mobility, responsible digitalization and circular economy.
Smart City Academy at Amsterdam University of Applied Sciences (AUAS)
As a core knowledge partner of ASC, AUAS has set up the Smart City Academy to develop knowledge, research and education about the do’s and don’ts of smart city projects. The goal is to accelerate and elevate smart city projects, as we unravel the ‘Amsterdam approach’ and the key elements of making an impact in Amsterdam’s innovative ecosystem. The academy serves as a knowledge hub for Amsterdam Smart City. A vital part of our mission is to share this knowledge with Dutch and international students and professionals.
The course is offered by Insper in collaboration with Amsterdam Smart City and the Smart City Academy of the Amsterdam University of Applied Sciences.
This course targets public and private professionals from Brazil and other countries, and practitioners wishing to advance their knowledge of smart city governance and urban innovation ecosystems. The participant would like to gain skills, tools and methodologies from Amsterdam, to help advance urban transformation in Brazilian cities and urban metropolitan centers. Participants should have basic knowledge or minimum one year experience with urban innovation, governance or sustainability topics.

Introduction to innovation theory, system change, bottom-up vs top-down innovation, living labs, triple / quadruple helix collaboration models
3. Responsible digitalization
Introduction to technical preconditions for smart city solutions and ethical issues related to digitalization including privacy and inclusiveness
4. Business modeling and upscaling
Introduction to economic models and stages for smart city projects and preconditions for upscaling
5. User-centric smart cities
Introduction to the role of citizens, behavioral change and human-technology interface in smart cities
Action Learning Project
During the Action Learning Project, participants will work in interdisciplinary groups to directly apply the knowledge learned in this course to one of two Brazillian cities’ specific challenges. The assignment will require students to design and develop a smart city project that can help address a key metropolitan challenge. The students will reflect on the bigger picture of challenges in the city and apply the learning objectives on a more specific case within that city.
