Ph.D. in Business Administration from the Escola Brasileira de Administração Pública e de Empresas (EBAPE – FGV), he is a member of the editorial board of the Journal of Public Administration Research and Theory (JPART) and the Asia-Pacific Journal of Public Administration (APJPA). In 2018, he was a visiting researcher at the School of Public and International Affairs (SPIA), University of Georgia (USA).

His research interests are: leadership, organizational behavior, HRM, and public administration.

Professionally, he served as an aviator officer in the Brazilian Air Force and as a professor at the Instituto Federal do Rio de Janeiro.
