Associate Professor at Insper. Holds a Ph.D. in Law and Master of Laws (LL.M.) from Yale University (USA) and a Bachelor's and M.Sc. in Public Law from the State University of Rio de Janeiro (UERJ). He is a senior researcher at the Brazilian Center for International Relations (CEBRI). He was a Research Professor at FGV Direito Rio - Law School of Rio de Janeiro.
He was a visiting researcher at the Max Planck Institute for International Law and Comparative Public Law, the Weizenbaum Institute for the Networked Society, and the Information Society Project (ISP/Yale Law School), as well as a Hauser Global Law Research Fellow at New York University (NYU).
He was a visiting professor at the University of St. Gallen (2019.1) and in the graduate program in Law at UFRJ (2020-2021).
He is a Counsellor of the Brazilian Section of the International Society of Public Law (ICON-S), of which he was founding co-director (2019-2022); and coordinator, with Rogério Arantes (USP), of the "Mare Incognitum" empirical research network on the STF.
